This work presents the peer-reviewed and updated conference papers presented at the 12th Winelands Conference on Public Leadership for Added Citizen Value. In order to produce good results, public leadership must be ethical and effective. Context is important when seeking to understand the concept of public leadership as well as to provide guidelines for action. Such an understanding is imperative when the focus is on effective and ethical public leadership that adds value to the lives of citizens. Proper analysis is required on the nature and scope of public leadership in terms of institutions as well as leaders who deal with the challenges. Public leaders need specific competencies that provide guidelines as well as to inform processes of research, education and development in the field. The contributions are from experts in the field.

Hans Bekke studied Organizational Sociology at Erasmus University Rotterdam, International Political and Economic Relations at the University of Oslo and Organization Survey Methods at the University of Michigan in Ann Arbor. He earned his PhD in Organizational Change and Development at the University of Brabant in Tilburg, then became a Management Consultant at Berenschot, Management Consultants, Amsterdam/Utrecht/Brussels and associate-partner at Twijnstra Gudde, Management Consultants, Deventer/Amersfoort. From 1983 he was part-time Professor of Public Administration at the University of Nijmegen and from 1989 at Leiden University and in Rotterdam. He is managing director of Prof. Dr. A.J.G.M. Bekke, Consultancy in Management and Governmental Policy, Apeldoorn. He was a member of the Board of Dutch Society for Public Administration; member of the Jury for the Heliosprogram of the European Commission, Brussels; and member of the Advisory Body of the Dutch Society for Financial-Administrative Civil Servants.

James Warner Björkman is Professor Emeritus of Public Policy and Administration at the Institute of Social Studies, The Hague, and chairs the International Political Science Association’s Research Committee on Comparative Health Policy. Educated at the University of Minnesota (BA 1966) and Yale University (PhD 1976), he served as Professor of Public Administration and Development at Leiden State University and Visiting Professor at the University of Namibia in Windhoek as well as the International Centre for the Promotion of Enterprise in Ljubljana, Slovenia. Previously faculty member at the University of Wisconsin-Madison and Executive Director of the International Institute of Comparative Government in Lausanne, Switzerland, he held appointments in Sweden (Linköping University), England (Essex University), India (Institute of Economic Growth), Pakistan (Institute of Development Economics) and Yale University. During 1987-1990 he directed the American Studies Research Centre, Hyderabad, India, and during 1996-1999 he was Deputy Rector of the Institute of Social Studies. He has published 14 books and more than 80 journal articles and reviews.

Rob van Eijbergen is an independent consultant for the public and private sector in the field of organizational change. He was project director of developing projects in the Dutch Antilles, Uzbekistan, Zambia, Kenya, Rumania, Latvia, Central America, Egypt, Indonesia South Africa, Vietnam and many other countries. He is special representative international relations for the centre for the promotion of import from developing countries being agency of the Dutch Ministry of Foreign Affairs. In the field of organizational change, he is extraordinary professor at the University of Stellenbosch as well as visiting professor at the Zijlstra Center of the VU in The Netherlands. He holds a master’s degree in business psychology and a PhD in Social Sciences, both obtained at the University of Leiden in the Netherlands. He has many publications in the field of organizational change.

Goos Minderman is professor of Public Law and Public Governance at VU University Amsterdam and director of the Zijlstra Center for Public Governance and Control. Trained as a constitutional lawyer, he wrote a dissertation on the issue of parliamentary influence on state finances in the Netherlands. Since 2001 his publications include non-profit organizations, corporate governance of non-profits, accountability and the changing relation between government, business and society. After a career in Dutch civil service, he was member of the Dutch Senate and still advised on a broad number of issues at national and local level.
